THE URGENCY OF LAWS AND REGULATIONS AS A FORM OF HEALTH SERVICES IN DEALING WITH MENTAL HEALTH CRISIS

Health is currently an issue that has an individual and social impact on mental health problems. Indonesia is one of the countries that has a fairly high risk of mental health problems. The lack of attention and readiness of facilities is one of the policy instruments. This study aims to analyze the dynamics of legal politics after Law Number 17 of 2023 concerning Health related to mental health issues to obtain the responsibility of its policy direction. The research method in this article uses a library research model with data sources obtained through secondary data search with a juridical-normative approach. The results of the study show that the dynamics of legal politics on mental health problems in Indonesia have been going on from 1966 to 2014, but nevertheless mental health rules in terms of orientation and practice are still partially running. The progressive direction began to be seen when Law Number 17 of 2023 concerning Health was passed through the omnibus law method. The responsive legal review emphasizes the state's responsibility in providing mental health protection as an effort to empower human resources to create a healthy generation both physically, mentally and spiritually to achieve the aspired state goals. The conclusion of this study is that the derivative regulations of the Health Law related to mental health services must be immediately actualized to prevent mental health problems from becoming more widespread.
